Evaluation of Free Personal Care
The Scottish Executive commissioned Hexagon Research and Consulting to undertake an Evaluation of the Implementation, Operation and Impact of Free Personal Care.
The evaluation assessed whether Free Personal Care has delivered in relation to its key aims, in particular, it addressed in some detail the four key stages of the operation of the policy – the application process, assessment for eligibility, the provision, and review of FPC. In doing so, it traceed service users’ transition from application to receipt of a service and addressed specific objectives in relation to each of the four key stages. The evaluation provided recommendations setting out how the policy could be further developed to best meet its aims, and deliver cost efficient and high quality Free Personal Care for older people in Scotland.
The evaluation is based on evidence gathered from four sources:
- A survey of all local authorities
- Six in-depth case studies
- In-depth interviews with national and local stakeholders
- A Public Attitudes Survey.
